Field Mapping

The Challenge
The sense of community is important for residents, and it becomes even more critical in times of emergency.
But who is actually responsible for community life within a municipality? Who initiates? Who organizes? Who connects? Who leads community activities in the different localities, and within what structure? Historically, the Ministry of Welfare has overseen community activities, but the Community Centers Association (Matnasim) has also been active for decades in most towns, working directly with residents.
In some municipalities, there are regional community administrations, while in others the responsibility is structured differently. There is no uniform model, yet there is a clear interest in understanding what works best.
The challenge of mapping the community framework in four municipalities with strong community activity emerged in order to provide decision-makers with grounded insights from the field.

The Process
In face-to-face meetings and in-depth interviews with community officials in Acre, Rishon Lezion, Dimona, and Ofakim, we asked questions and listened carefully until we gained a clear understanding of the community field within each municipality: who the key players are, who is responsible for what, what matters most to them, what makes them unique, and why things operate the way they do on the ground.

The Outcome
At this stage, we created a visual for each municipality, illustrating the mapping of stakeholders in the field, the structure and interactions within the community system, and finally a simplified depiction that highlighted the structure and its advantages.

The Impact
We gathered extensive insights from the field and transformed them into clear visuals that highlight diversity, differences, and nuances between municipalities. These visuals help decision-makers stay connected to what happens on the ground and draw inspiration from collaborative models that bring stakeholders together around shared goals.
