
Mapping the Barriers to Land Registration in the Land Registry in Arab Society

The Challenge
It is impossible to implement a development plan in Arab villages when the land has owners but is not registered in the land registry. This is why mapping the registration barriers in the Arab society in the north was so significant.

The Process
After creating a visualization of the association model (shown in the image), we conducted in-depth interviews with land-owning residents, lawyers, municipal employees, and representatives from all authorities involved in land registration. We mapped out the resident’s journey to registration in the Land Registry (Tabu) and validated it with both officials and residents.
We identified and categorized the full range of registration barriers – economic, legal, historical, cultural, technical/bureaucratic, perceptual, elements of mistrust, and more – and explored the roots behind them. For example: inheritance laws for women in the religious courts, social conventions, sovereign law and the practice of dividing land into segments to cope with political uncertainty, as well as a deep cultural connection to land and trees dating back to the Ottoman period – and many more.

The Outcome
We collected the stories and created fictional personas, ensuring residents’ privacy, to represent the challenges. These personas allowed decision-makers to better understand the motivations behind residents’ behavior, as well as the journey map that outlined all the actual process stages and the challenges encountered on the ground.

The Impact
When the relevant officials in the committees and various authorities saw the complete map, they understood their role in the residents’ registration journey and, for the first time, recognized the points of intersection and interfaces within the process.
They gained a deeper understanding of the residents’ challenges and identified ways to ease and simplify the procedure. The visual served its purpose – leading to legislative change, the training of local lawyers, and the implementation of the “Tabu to Your Home” program.
